PLANNING CONCEPTS OF PURIFICATION AND FLOOD MINIMALIZATION CILIWUNG RIVER BY USING GARBAGE SHARING SYSTEM APPLICATION
Natural disaster is one of the problems that are common in Indonesia. Floods is natural disasters most often occur in Indonesia, with the percentage reaching 38% incidence of natural disasters starting from the year 1815 until 2012 (BNPB 2012). Jakarta is a city that is often flooded and has recorded annual flood cycle that is often disturbing the public. One of the biggest factors of floods in the capital, due to the buildup of garbage in the rivers, poor drainage is clogged and cause the flow of water can not flow smoothly. Ciliwung River is one of the major causes of flooding in Jakarta and was noted to have a very high level of pollution.
To date, there is no perfect solution that can reduce pollution at Ciliwung river in Jakarta floods every year. Various ways have been done by the government but in the end the problem continues to re-emerge and disturbing the public. Today, in the midst of a very high population density. Ciliwung river conditions had been much changed, no longer clear, so very dirty, muddy and full of garbage, especially the downstream area. Basically, the buildup of trash in the river can be prevented by using a garbage filter made of iron to filter the waste. In develop countries, rubbish screening is done by building bar screen at the edge of the river so that the waste entering the water bodies will be transferred.
Ciliwung River is a river across the province were badly affected by the problems of garbage. In essence, the reduction of waste in Ciliwung river water bodies can be prevented or overcome by waste management consistent and systematic. This things can be done by using the concept of prevention and anticipation. Precautions and anticipation can be done by implementing a system that is consistent and regular basis so that inter-regional waste management really evenly distributed. With the regular waste management with a particular system, it is not impossible if the reduction of waste buildup in the river Ciliwung can be reduced drastically so that it will have an impact on flood prevention and water purification river itself.
Garbage sharing system is a waste management that share the responsibility of waste in each region which is responsible for the garbage in their area. Although it has made a good waste transportation system but we can not deny that the waste discharged into the street also can be lead to the river and drainage channels that eventually lead to the buildup of waste. In this case, using trash rack or bar screen can prevent the buildup of waste in one area or one point.
Therefore, by analyzing the level of pollution caused by waste and garbage on the Ciliwung river, river purification technique and planting trees is very necessary to be done in order to decrease the pollution level that increasing every day. Garbage sharing system design is very appropriate to be applied in order to reduce flooding and river water purification. With the garbage sharing system as well as planting trees, purification Ciliwung river will be able to run by itself (self-purification). Integration of a good waste management systems in each city will certainly help reduce the amount of waste that goes thus minimizing flooding can be created gradually.
